My Brother needs Government Assistance?

Hi, Please dont be quick to respond assumtions, judgements or critizism! I only need solutional answers. My brother is 24, he has been layed off three times in one year, for simple cut back layoffs. He attends U.T.I College Monday thru Friday from 6am to 12 noon. He applied for EDD twice and was denied. He also applied for assistance in Los Angeles and was not even heard, just shot down with a “Sorry you must be ok if your already in school”. He applies for jobs left and right, goes on interviews, but the jobs either conflict with his school schedule, which he cant change; or they simply never call him back. He lost his apartment near schoold. He doesnt have a car. Now he has to live with our mom at least 40 miles from school. But, my mom cant have him there for to long, because of her rent policy. Where can he apply or look for any other sort of agencies, organizations & programs that provide assistance to help him get back on his feet again.
Why would he quit school, when he hasnt landed the job. Plus if he quits school, he still has to pay 22K debt to the school. Your answer is very pessimistic and not resolutional at all. Besides he is almost done.

EASY
QUIT SCHOOL Work full time until you can save enough to go to school.
Millions of jobs go begging. Tell him to lower his requirements.
I guess the next step is a work release center. They will get a small portion of his pay check at whatever job they get for him, but he’ll be making money at least. It may not be a job he really wants but when youre this desperate…As for living conditions, maybe he can bunk with a classmate/friend nearer to the school and do chores to make up for his part of the rent until he has steady income. He must stick with school no matter what!
Unfortunately,he probably won’t qualify for any assistance. He is an able bodied,single male without children. In the governments eyes,school is a choice,not a necessity. I’m not saying it is right,just what they consider when you apply for assistance.
Times are tough out there for most people. I wish I knew where to tell you to go for help.
